I think that the problem it's not against archers (he has less hp than a heavy knight), the problem is his high damage on counters against mounted units.
We might set him to have a reduced bonus on counter.

We might give it a try.
Btw i also was thinking to an high pierce armor because he has a big shield (like the oplite) and shields are the best stuff against arrows, but i think balance should be our first concern. Just in case we wanna leave it 3/3 we might also raise it's cost by 1.

Maybe i've got an idea. Why don't you lower the bonus against the knights but give him an ability that gives a temporary bonus against mounted if you move? We might call it "charge". Making it that way he would be less strong if he stay still

I remember Daniel saying to avoid increasing height past 50. Your idea would be good bit i think it would appear like being on the upper tile

Well consider that in this game the oplite is one of the highest armored unit...
Btw the decurion is an officer, he might affor better equipment (and i remember about studies that said that romans blacksmithing was better than medieval blacksmithing)

I thought the unit as a much stronger heavy knight that give bonuses to other units for an high cost. It's not like the banner bearer that is weak but give bonuses. I used a dragon from the tileset to try a frontal perspective, but i'll try a more classic one with a side perspective.

We might use both a troll with a spiked metal ball and a giant with rocks.
One could be an heavyer ranged siege unit while the other one could deal area damage and have more bonus against flying units

You don't produce heroes in tcs Btw, elephants have high hp too. Anyway i think we might lower the stats but your proposal seems a bit too low to me. I still think we should still make this unit cost a lot because you should have just a few of it I also would be positive to a number limit for office...

In line with this idea we might make upgraded unit be trained only in their factories while in tcs you can only train the basic ones (ie. knights in tcs and heavy knights in stables only)
