Planes don't suppose to deal a lot of damage to land units except for dive bombers to vehicles.

Based from wikipedia.After 1560s the landsknetch reputation start to decrease in the Western Europe. The Spanish Tercios beaten them.

I have thought a better story. The problem in the map is that the enemy don't attack the hero unit usually.

Tercio is more well armoured and expensive while landsknetch is cheaper and less armoured.

I just got a great idea. At guns will be used for this kind of fighting. At guns in an urban area will gain extra +13 power maybe. This way the at guns are excellent for fighting in urban area thus giving them usage.

Deploy paramilitary force (for 4 turns the urban area can't produce any partisans, unique for German), scorched Earth (make the urban area unproductive for 3 turns), prepare mines (all vehicles that step on the urban area will lost hp, last for 2 turns)

Another trait. Can inspect enemy's tcs and urban areas. It will be helpful when fighting in dense urban areas that span on multiple tiles, but can't sabotage production.

A building that works like tc except it can be placed in random map editor and it can only produce few things. By default it's​ carry capacity is 2 and all units in it gain +2 attack. I just consider the Khan is with his Kheshig (royal guard) who can fight very well. For the aura maybe for all mounted ranged units except elephants and chariots, axe knight, and light cavalry.

Rodeleros are meant to fight pikemen well. They are useful to break "push of pike". I think they can get a bonus.

Just a suggestion. This unit will deal on normal armour rather than pierce armour.
