When your unit was outnumbered they gain +3 to Atk,Armor,Pierce Armor and Speed.
Cost 7 turn
Research at Advancements center
A Kingdom can fall from Glory, but it can also rise from the ashes

I don't know if there is any way to count enemy units around your

Anyway what units are going to be affected?

sounds more like willpower of individual human beings, dont know how it can b researched as a tech... also willpower is basically same as morale, u can only raise it to this extent if u have a charismatic leader to tell u to nvr give up in the face of death

I don't like much the idea of every unit becoming hero-like when surrounded.

If it happened only with a certain chance could make sense but I don't think it has as it is

I think for some special units it can be added.
Like warmage, imperial swordman, double swordman (no cavalry units, no polearm units - they can't swing with their weapons fast, no units with shields, no units with some attack range, no caster-type only units, affects only humans, doesn't affect their mechanical units and mystical units).

Also gained stats must be different:
+5 attack
+1/+1 armor/p.armor
+1 power range
+1 action

Activates if nearby (range 2 tiles) 7+ enemy units (not buildings/rocks!)

How about this

Against all odds

+2/+2 armor /p. armor
+1 Power range
+1 Action
Activates if nearby (range 2 tiles) 7+ enemy units (not buildings/rocks!)
