I really like it! But I think it should only effect flesh and blood units. (Ie, not boats or siege equipment)

that might be useful but 10 it's too much. 6 it's fair enough. Remember that you need a volcano to make it, and that requires time too to make...

Maybe only land foot troops for 6 turns. Maybe the Wolf rider also.

Daniel what do you think?
I would call the tech "Brutal charge" though.
Orcs are well known to charge mindlessly to the enemy and right now they are slower than a elf (elf are agile but not faster than a human).
A race centered on melee units should be fast to move and attack
