Every nation had i's strenght and weakness. For example, America didn't had good quality tanks, but they had a Lot of Sherman tanks. Germany had the strongest tanks, but they had, quite few of them. Britain had one of the strongest naval force. Russia (Soviet union) didn't had strong armored units, but they had dosens of infantry.
This is Hungary and winter is coming.

Ok lets say best is relative.
The german tanks had been the strongest.

Start of barbarossa

German tanks Pz III and IV were main types
Soviet tanks T-26 weak, T-34 better armoured and gunned than panzers, KV 1, like T-34 but it was heavy

Later german tanks: Panther best medium of war, Tiger I, first german heavy used in bigger numbers, better than KV 1
Soviet: T-34-85, better T-34 but panther were better, IS 1, heavy tank that had better armor than tiger

Best tanks
Ger: Tiger II, 88mm gun and heavier armour than Tiger I
Sov: IS 2, 122mm gun and better armour than Tiger II
