That sounds pretty balanced to me.
I think the summoning idea is great, I haven't played AOF in a while, but it probably shouldn't be too easy to summon. Otherwise it might become a little too common. After all, Phoenix's are classically pretty rare by nature.

I had a few problems with the Amon Hen map too. The triggers worked the first time, but the boromir trigger didn't work on the second or third go.

I think steampunk is pretty cool, I've seen it in fantasy before. But as Alex said, I doubt it would really fit.
It might work later on, depending on how many races are implemented though.

Good idea. I don't think the fee is really necessary though, I believe most games have a fee of in game currency in the hopes that people will not have enough, and will have to buy more with real money.

I know, I just think that sharing a race, (such as hobbits) is common practice in the fantasy gene. But named places are usually kept in the original world.

Cool idea, but I think directly naming the armour's after lotr might lead some people to believe that AOF is set in middle earth.

Skeleton archers are leaving a corpse when killed, which can be reanimated to start an infinite loop of life and death.
The corpse also takes up a space in tc's and wagons.

It is rather unrealistic. As is the giant units in water issue.

I think it's an essential consept. But I doubt it will be in game any time soon, as I think this would probably cause a massive amount of bugs early on.
