Too high range, too high bonus, too high sight range,
Even for 8 turn cost.
Please remember that archer will get +3 range from blackamith and can get +1 from druids which means that this unit will have a bit TOO INSANE 13 range.

Lower range to 7, sight range to 9 (he will gain +2 or +3 i think from one of upgrades in tc), bonus to infantries to 50%, dodges to 0%/20%/0% (ranged unit doesn't need melee and counter dodges).
For 8 turn cost increase damage to 11, armor to 1/1, add 60% spell resistance.

Arrow mage is a wizard who manipulates arrows. THERE'S NO BOW!

The other one is human, by that concept is better.

I am saying: ELF WITH BOW AND MAGIC ARROWS. BETTER THAN ANY OTHER ELF IN TERMS OF DAMAGE, RANGE, AND SIGHT.

Edited stats.

Sight will be 10. 7 range +3 upgrades.

Could give it the ability to negate 15% from a units resistance temporarily, non-stackible. But you might have to remove an ability...

I don't know if Im free to do this but just trying to suggest

Since it's an 8 turn unit what about something like a minus armor effect when it hits a unit like that spell from UD and Lizards. It could work like the poison archer with poison effect or the phantom axeman with that curse.

Probably this variant of archer (with enchanted arrows) won't get in in any form.

At the moment It is not needed. Elves have already great elite archers and giving the same unit both highest range and vision spell is not something we should do.

Looking onto his stats again i found that he also has 20% dodge ranged AND 2 actions. That is too much for archer at base.

I actually like idea of archer thant can gain enchant burning and enchant lighting for different situations but he must be in line with basic archers i think and have stats comparable to regular archer with cost maybe around 5-6 turns.

That being said my stats variant:
Arcane archer:
Cost 5 turns, trainable at great tree, elven archery range
Hp - 15
Attack - 6
Range - 5
Actions/turn - 2
Armor - 0/0
Dodges - 0%/0%/0%, is affected by dodge ranged
Speed - 4
Sight - 9
Spell resist - 40%
Standart 50% bonus against infantries

Abilities:
Enchant burning (old version with 2 turns length and 6 turns cooldown)
Enchant lighting (old version with 2 turns length and 6 turns cooldown)
Lembas

Affected by elven craftsman's techs as regular archer, is not affected by precision shot techs.

Maybe replace enchant burning with something else, fire archer is more better option in this respect because she doesn't have a cool or a limit to her ability.

Could try enchant freezing, or better yet enchant binding, gives the unit the ability to basically bind a unit in place for 2-3 turns, unit can still attack. Essentially it just removes units movement temporarily.

With a similar function warmage cost 8 turns (2 actions, burning/lightning weapon). It is true that warmage has magic arrow but this one is ranged so it just needs its attack.

2 actions are out of question in that case.

It would be like a double fire archer that deals 3 attacks in 2 turns, higher range and damage for +1 cost.

Definitely never.
