Siege/Ships build times balance IMPLEMENTED

Many units are not builded by workers often because of their cost - it's just more efficient to concentrate on other units.
Part of that is because there is no other way (catapult cannot be build longer than 16 turns, because mending can only give 1 hp - no fractions). But some can be balanced. This is what I indent to do:

unit build times (by labourer normal, labourer ambidexteria, worker normal, worker ambidexteria)
