I think that balistic should be researchable ate the advancementc center. It's researchable at tcs too, so i think that would be no arm adding it to the structure that should provide most of the research in the game.

This is because advancement center is not a default (without upgrades) structure. And i want that without any upgrades the game has catapult by default.
